Are you explicitly trying to submit a job with the 'elite' flag set, which would allow it to run on any machine, regardless of how full the machine is?

If so, you need to grant yourself the 'admin' rights via either the "User Layout" in Qube or th command-line utility "qbusers", located in $QBDIR/sbin.

If you're not trying to submit an elite job, can you determine why the flag is being set on the job?  There's really on 2 ways that can happen:

1.) you have selected the 'elite' flag in the QubeGUI submission UI

2.) you have "elite" added to the client_job_flags for your local configuration.  Set it back to 0 to test if it is not zero.
